new item trigger coding

for some reason i cannot get newitem to make the trigger field i am using this
NewItem("test123" "" "Function" "!cv'- Notepad' 'Notepad'" "" 1)
any idea why the trigger filed is not created? the function creates fine just is missing the trigger
