TOOLS ==> OUTPUT not accessible

I am in ITEM PROPERTIES ==> EVENT OBJECT ==> STATECHANGE and have proved through Find Accessible Objects that the button I wan t to monitor the state of IS there as an option.  When I go toTools++> Output to get the command to use the OUTPUT is greyed out.  Any suggestions as to what I might bet doing wrong to not be able to see the output options?

See attachment.  I've minimized all running programs too make sure it is not hiding behind something.

Disabled because the Output pane is hidden. To show it, click the second icon in the small vertical toolbar below the code editor pane.
