is there a way to "scan the system" and get a list of all the keyboard and mice ids?

See RI_GetDevices function. It belongs to keyboard detector. Devices also can be enumerated using directx.

i think this is it but i'm not sure if those are the correct ids. I only have 2 keyboards hooked up. there used to be a way to check the filter function and get the id but you upgraded that with the new keyboard detector process.

do i have the right method here?
