Options for distributing macros/toolbars to other users

My boss agrees that sharing macros would be very beneficial but not at the risk of letting inexperienced users write their own macros.

What are the options for distributing macro functionality?

Is there away to lock the user from the interface and only be able to launch macros by their triggers?

Two ways exist, but not very effective.

1. You can lock the file in Options dialog, Security tab. May be some problems with opening the file first time, because need password.

2. Make the file read-only. In File Properties dialog, which is in File menu. It does not lock the interface, and users can uncheck the checkbox if they find it.
